Samsa has introduced himself as an agent of the Concordat, an Exrah group, business rival of the Commissariat, and formerly allied with the Ur Hegemony and the Combined Army. Since he’s a freelance operator, he can’t be hired or even contacted, but he’ll show up occasionally to offer his services in operations that may be of benefit to the Concordat’s secret agenda.
